The essential difficulty in inducing Emigration from China to the West Indies is the length of the voyage and the apparent hope he puts of the future of those that emigrate. Chinese going to America or the Straits Settlements know that they are under nothing but a comparatively short voyage and feel that they can at any time get back again if they choose. It is widely different where the voyage occupies from 3 to 4 months. If it were possible I imagine there would be little difference in getting Chinese from Mr. Douglas' persuasion. The W.I. Planters, however, are averse to any scheme for hot climates.
